Este texto centra-se nas problemáticas associadas à adopção institucional, formalizada e sistemática de práticas de e-elearning e b-learning por instituições de ensino e formação, com particular ênfase nas instituições de ensino superior. Identificam-se as principais resistências comuns num processo desta natureza. Procura-se chamar a atenção para a necessidade que a adopção de práticas de e-elearning como modalidade de ensino/formação não venham de algum modo acentuar riscos de exclusões digitais que se pretendem evitar. Finalmente sistematizam-se e discutem-se os principais desafios que se colocam às instituições de ensino e formação quando iniciam um processo de adopção institucional do e-elearning. This paper focuses on the challenges and problems related with the institutional adoption of systematic practices of e-elearning and b-learning by educational and training institutions, with special emphasis on higher education institutions. We identify the most common forms of resistance which one would expect to find in almost all innovation and change process. We also draw attention to the need to avoid that the adoption of e-elearning by any institution accentuates any kind of risks of digital exclusion. Finally, we discuss the major challenges and opportunities faced by the education and training institutions when starting a process of institutional adoption of e-elearning.
