Preschool education in Brazil : does public supply crowd out private enrollment?

Bastos, Paulo; Straume, Odd Rune

We examine if an expansion in the supply of public preschool crowds-out private enrollment using rich data for municipalities in Brazil from 2000-2006, where federal transfers to local governments change discontinuously with given population thresholds. Results from a regression-discontinuity design reveal that larger federal transfers lead to a significant expansion of local public preschool services, but show...

Privatization and corporate restructuring

Bastos, Paulo; Monteiro, Natália; Straume, Odd Rune

We examine corporate restructuring following privatization using uncommonly rich data on the population of Portuguese firms from 1991-2009. We find that privatization leads to sizable job losses, refl ecting reductions in both the number of establishments and in the number of workers per establishment. We find no robust evidence of impacts on the structure of the workforce. The estimated job losses following...

Rain, food and tariffs

Bastos, Paulo; Straume, Odd Rune; Urrego, Jaime A.

We examine whether and how rainfall shocks affect tariff setting in the agricultural sector. In a model of international oligopoly, we show that the impact of a negative rainfall shock on optimal import tariffs is generally ambiguous, depending on the weight placed by the domestic policy maker on tariff revenue, profi ts and the consumer surplus. The more weight placed on domestic profits ts, the more likely it...

The effect of private versus public ownership on labour earnings

Bastos, Paulo; Monteiro, Natália; Straume, Odd Rune

We examine the impact of privatisation on wage formation in unionised labour markets. Using longitudinal worker-firm data for Portugal spanning the period 1991-2007, we find that privatisation leads to higher wages, and show that this effect is driven by the fact that privatised firms tend to pay larger mark-ups on the union wage floor. These findings accord with a theoretical model in which actual paid wages a...

Globalization, product differentiation and wage inequality

Bastos, Paulo; Straume, Odd Rune

This paper develops a two-country, general equilibrium model of oligopoly in which the degree of horizontal product differentiation is endogenously determined by firms' strategic investments in product innovation. Consumers seek variety and product innovation is more skill intensive than production. Greater import competition increases innovation incentives, and thereby the relative demand for skill. An intrain...

Firm heterogeneity and wages in unionised labour markets : theory and evidence

Bastos, Paulo; Monteiro, Natália; Straume, Odd Rune

In many countries wages are set in two stages, where industry-level collective bargaining is followed by firm-specific arrangements determining actual paid wages as a mark-up on the industry wage floor. What explains the wage set in each of these stages? In this paper we show that both the industry wage floor and the average wage cushion are systematically associated with the degree of firm heterogeneity in the...
