Tese de Mestrado em Política Social A análise da prevalência dos maus-tratos infantis na Europa e nos EUA revela que a negligência parental é a forma de maltrato mais representada nas estatísticas. Os estudos realizados em Portugal sobre maus-tratos infantis e sobre a proteção de crianças e jovens sugerem que a ausência de consenso na interpretação e definição das situações poderá influenciar a representação estatística desta forma de maltrato afetando o planeamento de políticas sociais para a combater e de estratégias de intervenção junto dos pais e/ou de outros cuidadores. Assim se justifica o interesse em compreender de que modo os profissionais de Comissões de Proteção de Crianças e Jovens definem negligência. Propomos neste estudo operacionalizar o conceito de negligência parental partindo da experiência profissional de técnica/os de seis Comissões na área metropolitana de Lisboa - num processo de amostragem por conveniência. Usamos a teoria das representações sociais por permitir apreender fenómenos simbólicos complexos na interação entre significados e práticas profissionais, enquanto comportamento ou ação. Esta pesquisa de caráter qualitativo assume cariz exploratório e assenta na realização de entrevistas individuais a técnica/os das CPCJ. Pretendemos contribuir para a definição teóricoconcetual de negligência parental na sociedade portuguesa e no contexto das CPCJ, na atualidade. Os resultados evidenciaram a inexistência de instrumentos padronizados comuns entre as diferentes CPCJ, bem como a ausência de consenso nas práticas profissionais nas situações de negligência. Observou-se uma forte valorização do trabalho em rede com as entidades sinalizadoras de primeira linha e as CPCJ, sustentando a necessidade de desenvolvimento de uma intervenção interinstitucional. Based on the studies of Child abuse prevalence in EU and USA the statistics show us that parental negligence (neglect) it’s the most common cause of Child abuse; Studies of Child abuse and Child and Young protection carried out in Portugal, shows that there are not a standard definition and interpretation of the Child Abuse, leading to different statistics results, therefore the political and social measures as well as the global strategy to fight this issue by both, parents and/or caretakers, can be influenced by different results of statistics. This is the reason why it is necessary to understand how different experts from Committee for the Protection of Children and Young People at Risk (CPCJ) classify neglect. In this study we are going to make clear the concept of parental neglect, using the existing technical experience of the experts from six (6) committees located in Lisbon area – we are going to use a methodology of convenience sampling data. We use the theory of social representations to allow us understand the complex symbolic phenomena in the interaction between meanings and professional practices, while behaviour or action. This qualitative study includes a step that involves individual interviews with technical / of the CPCJ. We intend to contribute to the definition of parental neglect definition and standardization in the portuguese society and in the context of CPCJ. Results showed a lack of standards among different CPCJ, as well as the lack of consensus in the professional practices in situations of neglect. However, it is very clear that all of them consider of high value the network system organization of all CPCJ and the link with all entities that are in first line, proving that a government intervention to harmonize this issue is absolutely required.
