As Hilde Hein (1996) put it, Public Art is an oxymoron. Simplifying it to the limit, every piece of art is intended to be read by a public or audience, intended to be seen instead of been kept away for the artist solely. On the other hand, public, defies by opposition the meaning of private or privacy and somehow relates to an outer self or community or world.
