Description
Com o aumento de “poderes” e de responsabilidades do município nas
escolas, torna-se relevante perceber como é a relação entre estas instituições.
Este é o objetivo deste estudo. Assim, este trabalho tenta perceber e
caracterizar a relação entre as escolas e o município na perspetiva dos seus
responsáveis, conhecer como as intervenções do município e das escolas são
percecionadas pelos seus dirigentes, averiguar a importância que o município
atribui à educação no sentido lato.
Este trabalho privilegiou no enquadramento teórico as referências à
centralização e descentralização da gestão escolar, o papel dos municípios
portugueses na educação ao longo da história e as políticas locais de
educação. Relativamente a estas últimas, abordamos a transferência de
competências para as autarquias, o estudo do local em educação, o poder
local e a educação, as atividades de enriquecimento curricular, a carta
educativa municipal e as cidades educadoras.
A investigação que mais se adequa a este estudo pareceu-nos ser a
qualitativa, descritiva e interpretativa, visto que se pretende apenas conhecer a
relação entre autarquias e escolas. Para isso realizamos entrevistas aos
responsáveis das escolas e pelo pelouro da educação da câmara municipal.
Devido à natureza do trabalho pareceu-nos ser mais adequado uma entrevista
semiestruturada. A utilização de documentos constitui um apoio útil à
investigação, assim sendo como complemento ao nosso estudo consultámos e
analisámos as atas das reuniões de câmara e da assembleia municipal de
2008 e de 2009. Para esse mesmo período foram analisados os boletins
municipais. Para a análise dos documentos e das entrevistas foi efetuada uma
análise de conteúdo, na qual se definiram diversas categorias onde os
conteúdos foram classificados.
Neste estudo concluiu-se que a relação município-escola pode ser classificada
como boa no caso estudado e a perspetiva dos seus responsáveis também é
essa. Existe no entanto alguns pontos que podem ser melhorados,
nomeadamente a comunicação. Verificou-se também que este município
atribui uma grande importância à educação, quer à educação formal quer à
educação não formal. As the “power” and responsibility of the municipality in the school have
increased, it is important to understand the relationship between both
institutions. This is the aim of this study case. Thus, this work tries to
understand and characterize the relationship between the school and the
municipality in the perspective of their responsible actors, to know how the
interventions of both are understood by their leaders, and to be aware of the
importance given to education in general by the municipality.
This work focused its theoretical framework on the references to the
centralization and decentralization of the school management, the role of the
Portuguese municipality in education all through the years, as well as the local
educational policies. Concerning this last topic, we approached the transfer of
some of the school power to the municipality; the knowledge of the local
environment in terms of education; the extracurricular activities; the municipality
educational plan local, and the educating cities.
The kind of investigation that we considered to be the most adequate to our
study was a qualitative, descriptive and interpretative one, as we only wished to
know the relationship between the school and the local administration. Thus,
we interviewed the responsible for both, school, and the section of education of
the local administration; due to the nature of this work, a semi structured
interview seemed to be the most adequate. In order to complement our study,
and taking the importance of factual documents to support our investigation into
account, we read and analysed the written documents minutes records of the
municipal meetings 2008 and 2009 municipal assemblies. The municipal
bulletins of this period of time were also analysed. It was made an analysis of
both, the documental basis and the interviews, in which a range of categories
was defined to classify their contents.
In this study case it was concluded that the relationship between the public
school and the local administration can be classified as being a favourable one,
which is also the perspective of both leaders. However, there are some issues
that can be improved, especially in what the communication is concerned. It
has also been concluded that the local administration considers education to be
