Relatório de Projecto / Mestrado em Gestão Este trabalho pretende ser uma análise do transporte de mercadorias por modo ferroviário em
Portugal e dos aspectos logísticos que lhe estão associados.
Faz-se uma reflexão sobre os aspectos que actualmente mais relevo têm na definição da
política de transportes, em particular no que se refere à criação de infra-estruturas para o
transporte de mercadorias e de apoio logístico.
São apresentados alguns dos factores que têm determinado essa política a nível da União
Europeia, nomeadamente aqueles que estão relacionados com o transporte ferroviário de
mercadorias, com a promoção da transferência modal e da intermodalidade. Referem-se os
principais marcos e instrumentos de acção da política europeia para o sector.
Faz-se referência a alguns casos, a nível internacional, que constituem investimentos
significativos em infra-estruturas ferroviárias dedicadas ao transporte de mercadorias ou de
tráfego misto.
Apresentam-se estudos de prospectiva, relativos ao futuro da economia portuguesa,
elaborados por diversos autores, e faz-se uma reflexão sobre os principais indicadores
económicos registados em Portugal no final do século XX e nos primeiros anos deste século,
com o objectivo de enquadrar a política de transportes que está ser implementada em
Portugal.
Analisam-se os aspectos mais relevantes da organização do sector ferroviário em Portugal,
dando especial ênfase ao transporte de mercadorias. Descrevem-se as infra-estruturas em uso
actualmente em Portugal para o transporte de mercadorias e procede-se à contabilização dos
fluxos de mercadorias, quer no País, quer relativos ao comércio externo. Analisa-se a
evolução desses fluxos ao longo do tempo, no sentido de perceber as principais tendências.
Finalmente, apresentam-se algumas considerações sobre a organização do transporte de
mercadorias no futuro, em Portugal, com particular destaque para o transporte ferroviário. This work intends to be an analysis of railway freight transport in Portugal and the logistics
aspects associated.
The issues that are currently more important in the definition of transport policy are analysed.
Particular attention is given to the construction of infrastructure for freight transport and
logistic support.
Some of the factors that have guided the European Union policy are presented, particularly
those related to rail freight, to the modal shift and intermodal transportation. The main
instruments of action and milestones of European policy for the sector are highlighted.
Reference is made to some cases that represent significant investments in rail infrastructure
dedicated to freight and mixed traffic.
Foresight studies regarding the future of Portuguese economy are presented. Considerations
are made on the main economic indexes recorded in Portugal at the end of the XXth century
and the beginning of this century, in order to frame the transport policy that is being
implemented in Portugal.
The most significant aspects regarding the organisation of the railway transport system in
Portugal are analysed, with a particular emphasis on the freight transport. The infrastructures
used nowadays in Portugal for freight transport are described. The freight traffic flows are
analysed and their growth in time is considered in order to understand the main trends.
Finally, considerations are made on the future trends of freight transport in Portugal, namely
related to railway freight.
