Taking the practice of other countries and recommendations of international organizations into account, higher education institutions (IES) are showing a growing concern in estimating the economic impact resulting from their activity in the regions where they are inserted; regional decision-makers and the population in general also show interest in knowing about that reality and also evaluate its importance in local and regional development. In the current context of economic crisis and budget constraints, institutions are required to have a culture of accountability that can justify public financing involved in students’ qualification and in the production and spread of knowledge.
