Face à diversidade de conceitos sobre o desemprego e das realidades que este abrange, há uma tentativa de convergência normativa nos contextos comunitário e nacional, sintetizado no Acordo de Concertação Social (CES, 2012), subjacente a todas as políticas e medidas de emprego em vigor. O caráter inovador e exigente destas medidas ativas requer que, face à ruptura com o paradigma instalado, haja uma nova metodologia de intervenção diferenciada, não apenas centrada no emprego, mas essencialmente, para a promoção e desenvolvimento de competências de empregabilidade. O Centro de Emprego e Formação de Coimbra do IEFP, IP desenvolveu ao longo do ano 2013, uma metodologia de intervenção e implementou-a, a qual foi analisada segundo a grelha de leitura da teoria de Educação de Adultos sobre a Aprendizagem Transformativa de Mezirow. A avaliação da eficácia e eficiência da intervenção e da sua adequação aos objetivos institucionais da Medida Vida Ativa, constitui um factor fundamental para aferir se o preconizado contribuiu para a desejada aquisição de competências de empregabilidade. In response to the diversity of concepts regarding unemployment and related subjects, there is an attempt " regulatory convergence in EU and national contexts, synthesized in the Social Dialogue Agreement" (CES, 2012) , underlying on all policy and employment measures that are being practiced. The innovative and demanding character of these active measures require that, regarding the rupture of the said paradigm, there is a new methodology of differentiated intervention, not only focusing on employment, but essentialy on the promotion and development of employment skills. The Employment and Formation service of Coimbra IEFP, IP developed during the year 2013, a methodology of intervention and implemented it, framed on the theory of Adult Education on Transformative Learning of Mezirow. The efficiency and efficacy evaluation of the intervention and its adaptation to the institutional objectives of Measure Active Life, is a key factor to assess whether the recommended contibuted to the desired promotion of employment skills.
