The main aim of this paper is to perform a modelling of social and environmental data that results in a vulnerability map of 17 countiesfrom theCentralRegion of Portugal. There are presented characterizations of the counties under study as subsidies for vulnerability analysis performed. The methodology adopted for the vulnerability analysis is based on factor analysis that aggregated social and environmental aspects obtained through the statistical program SPSS R. 18 and Geographic Information System (GIS) ArcGIS 9.3. The results indicated the main social and environmental vulnerability factors related to the lack of economic dynamism on the part of the countiesand the ageing population. The generated model showed results consistent with the reality of most counties studied and it is expected to contribute to planners and public administrators in actions related to social and environmental vulnerabilities studiedhere.
